Draft: Refactor architecture, but without submodule

As discussed

  • Use as much standard supported pipelines as possible
  • provide a dev environment based on docker
  • use nms-common lib using Gitlab registry instead of git dependency
  • use Python poetry

The test and contributing instructions have also been moved to CONTRIBUTING.md file
