Use docker for dev environment

Provide a docker-compose.yml file to deploy the DB dependency locally. The merge also comes with an update of the .gitignore file, taking the standard content of the community (from Github). The dev password and username was also aligned to the standard dev default username and password to standardise the onboarding.
