🔧 Tune CoreRuleSet configuration

Decision Record

The default "setup" configuration file did not allow PATCH, PUT, or DELETE HTTP verbs, some Content-Type like JSON were not allowed either. We need to tune the configuration so that legitimate requests are not blocked by the WAF.
