adapting vecto gui to get rid of 'Declaration' Folder and use declaration data from vecto core; refactoring, removing no longer required files / classes

adapting gearbox file: maxTorque, shift polygon for torque converter

remove redundant property RoadGradientPercent, add getter that derives this value from RoadGradient if needed

+ Use "Link" to import files outside VECTO/VECTO.vbproj.
+ Now warning just as original-ricardo.

+ That was the multi-stage merging of VECTO-aux into 2 folders (vecto-sim & vecto-aux folders).

WIP - MAP File Browsing Added, New File Extenstions Implemented for various new Maps Alternator, Compressor, ActuationsMap. Fixed several small bugs whilst doing this.

* Add LICENSE.txt file.
* Add lic-header in all .vb files.
* Add python script for adding lic-headers.
* Add lic-header also in a powershell-script.

- Added PicCoordLogger.exe (for User Manual development)
- Updated Tabindices for F_GEN controls
- Disabled distance correction for coasting to avoid engine leaving coasting operation

Final scripts for patching-files with translated comments runs OK (but not applied yet, wait for fixing Encoding)).
