refactoring strucure of vehicle data provider for v2.10 vehicles

move continuous torque/overload torque to voltage levels (GUI), adapt code for saving EM, make code compile

update calculation of PEV shift polygon for downshifts. introduce new parameter to adapt shift lines

moving drag curve per voltage level to single drag curve for EM. updating GUI, input data provider, data apapter, etc.
