Draft: EBIP Harmonising DID and DID URL resolution

The EBIP suggests capabilities to standardise DID resolution and to translate DID URL path conventions into actual URLs. The WebFinger protocol could be utilised to achieve both of these objectives, but the content must be thoroughly specified, including expected properties, link relations, and resources.
