EDELIVERY-4054 Existing password is being accepted in change password

Add user modes to distinguish between different types of operations
(adding or editing users by the system administrators and users editing
their own details).
Rename the H2JPA test configuration files to follow the same naming
convention.
Add converters transforming between UserRO and DBUser objects.
Fix issue with crt files being filtered by Maven preventing them being
referenced relatively from the target folder.
