Draft: CP-73 into master

Kim WAUTERS requested to merge feature/CP-073_Implement_the_new_service_laboratory_result_report into master
  • Correctly populated the TsamConfiguration with spring (fixes the missing designations error)
    • Fixed the CodedElementList to be populated with the correct tm.properties values and made it spring aware. (fixes the CodeSystem not found errors)
