Questions regarding Extended forms

While testing SDK version 1.13, we ran into some issues with the extended forms. Before bringing these up with OP, we prefer to get your opinion on certain aspects, as these may be the result of policy decisions.

E1:

  • In the annex, the PMC notice is not categorized under planning.
    • Is this intentional or something that was overlooked? From our point of view, a market consultation belongs to the planning phase of procurement.
  • We also noticed that the E1 notice uses lots instead of parts
    • This too we find strange, since at the time of launching a market prospection, the procurement object is most likely not fully defined yet. Therefore, the use of "parts" (according to the definition a "component, that, at launch of the call for competition, may become a Lot or a self-standing Procedure") seems more appropriate, no?

E2/E4 vs E1/E3

  • Only legal basis "other" is accepted for E2 and E4, yet for E1 and E3 the annex accepts "ANY"
    • This seems like an inconsistency? We're also still hoping that "ANY" would be accepted for all the extended forms (cf earlier comment), but maybe we should abandon that hope? 😄
