Rule Definition
For each lot where all tenders are submitted by SMEs, the winner is an SME.

Rule elaboration
This rule can be used to check consistency when information related to the business size of the winner and both the number of SME tenders and the number of tenders are provided, or it can be used to infere the business size of the winner when it is not provided and the number of received SME tenders is equal to the number of received tenders.
