Rule Definition
For every lot where there are no tenders submitted by SME, the winner is not an SME.

This rule can be used to check consistency when information related to both the business size of the winner and the number of SME tenders is provided, or it can be used to infere the business size of the winner when it is not provided and the number of received SME tenders is 0.
