Rule Definition
In each procedure where the total awarded value is not provided or it is not valid, the sum of all contract awarded values for the lots the procedure is divided into is used to infer the total awarded value of the procedure.

Rule elaboration
When the total awarded value is not provided or it is not valid but can be inferred through the sum of all contract awarded values for the lots the procedure is divided into as per this rule, both the original value of the total awarded value and the inferred total awarded value are stored.
