SME winner for group of companies
Rule Definition
When the contractor is a group of companies, the contract has an SME winner when the group leader is an SME (or Small, Medium, or Micro company).

Additional information: The classification of consortia can be done in line with European Commission (2014, 2017, 2019), Fazekas et al., (2015) and Arosa et al. (2024). The methodology for detecting their SME status could be the following:
- Consortia are divided into all the entities that make up the consortium and information on whether it is an SME is sought for each entity individually.
- If the entity that leads the consortium is an SME, it is understood that there is a direct participation of the SME. The methodology assumes that the first company in the list of entities forming a consortium is the leader. In these cases, the consortium is classified as a type of company SME.
- If there is an SME that participates but does not lead in the consortia, it is understood that there is an indirect SME participation. In these cases, the consortium is classified as a large company.
