PLAIN-ECDSA algorithm added to default policy

I've updated the default policy for "PLAIN-ECDSA" support. I've also added test cases and test material for TeleSec PDF document with PLAIN-ECDSA SignatureAlgorithm.

This is needed to validate a document signature with "PLAIN-ECDSA" with the default policy.
