Processing CRL with empty revoked certificates list sequence

Hi there @pvandenbroucke I'm adding a check to enable the processing of CRLs with an empty revoked certificates sequence.

In short terms it must read only the the tag, tag number and length for the next sequence processing when the revokedCertificates sequence is empty.
