Annotate UI revamp: Vertical action buttons

ACCEPTANCE CRITERIAS / GOALS (from top to bottom)
- Top button: purpose to be discussed.
- Second button: purpose to be discussed. Probably this is LEOS's search function, which has no relation to Annotate.
- Third button: Refresh. This button reloads the annotations. Currently, this is a LEOS functionality. To be discussed with DIGIT.
- Fourth button: hide highlights.
- Fifth button: "Hide line guides" - toggle the display of the lines.
- Last button: new page note.
