Review, is ok the part of eliminating Behat. I tested oe_whitelabel per se, and then I installed the theme (branch OEL-617) in a 'only English' site and it worked. Also enabled the helper (without dependencies), I placed a block of EC Logo and it was shown properly, so module is available and working correctly.
