Implement VECTO input for v2.7

- Change v_veh_avg_max_HS and v_veh_avg_min_HS criteria for buses
- Change v_veh_avg_max_HS and v_veh_avg_min_HS criteria for lorries
- Change t_amb_min criteria
- Change v_wind_avg_max_HS and gust criteria
- Read new required value s_brake from .csdat input
- Add <s_brake> column and values to .csdat input
