allow extrapolation when looking up electric power during overload calculation.

electric power map for low voltage level may be smaller than for high voltage level and overload torque is outside the power map. Avoid throwing an error by allowing extrapolation (extrapolated value is not used at all as the lookup is done at a dedicated voltage level provided in the input)
