Adapt VECTO for the new CI updates

  • Convert PPTX to MD and PDF.
  • Place deploy artifacts under single foler for better artifact handling
  • Log test metrics for Gitlab's metrics functionality
  • Include and adapt generic vehicles test. Class GenericVehiclesDeclarationTest.cs.
  • Add script to update changelog with latest features.
