fix(886-888-889): Add Driving Actions for IEPC gearshift

For some IEPC vehicles, computation crashes due to high inertia torque during downshift (while braking, leading to ResponseOverload error). Those issue can be solved by adding Accelerate or Coast actions in parts of the Driver decision process.

Solves issues #767, #826, #877, #878, #886, #888, #889, #939, #941, #942, #943 Tested with all Article 10(2) issues till #943 with no influence on unrelated issues.
