feat: HEV - Get Best dSOC in vsum

MR !300 (closed) from Markus Quaritsch (@n003bqet ) transposed to VECTO 0.11 for testing purpose. Add lines in the vsum file of HEV to copy the line with smallest |dSOC| variation and use it as final value for the CIF.

Tested on all article 10(2) issues till 1029: showed very limited variations observed on these cases on CIF consumption (-0.24 to +0.18%). Anticipating some bugs observed on other cases used for Factor Method study.
