Refactoring

• automatically generate declaration files for code which will use the WEC as a dependency
• align the webform in serve mode with the one used in wec online
• add code to enable supplying extra files from an importing software
• add typing to the collector

deleted the reporter-custom-template-issue branch. This merge request now targets the main branch
