Issue: For conventional vehicles with automatic gearbox, the gearbox was
not connected to the idle controller (like in hybrids) and this caused
the simulation to fail.

Solution: The idle controller is connected to the AT gearbox, for
conventional vehicles, both in the regular and the test powertrain.

Issue: Old MRF, CRF reports (prior to v4) were signed with a different
set of xslt transformations (e.g. no sorting for fuel entries) so v4
could not validate old hashes because it uses other transformations.

Solution: The hashing component detects the XML document's type/version
via the existence and value of the 'SimulationToolVersion' tag
and applies the proper xslt transformations.

MSBuild Project-Files: Updated <DefineConstants> Tag and removed the TRACE constant for all projects.

Added Starter Applications and changed Deploy Target to create sub directories for each .NET Version

Directory Props and Build Targets: Added deterministic build (without timestamp), and added the framework name to the deploy-zip file.
