Pull request #87: Feature/VECTO-1441 remove oscillating behavior for pcc with hybrids and battery electric vehicles

Merge in VECTO/vecto-dev from VECTO/mk_vecto-dev:feature/VECTO-1441-remove-oscillating-behavior-for-pcc-with-hybrids-and-battery-electric-vehicles to develop
