Merge in VECTO/vecto-dev from VECTO/mq_vecto-dev:internal/bussimulations_Roeck to develop

  in case even the third attempt searching an operating point for AT transmission in converter gear does not result in a valid operating point, allow a slight overshooting of the target speed.
  stay a little below max torque when using fixed operating point, in case search abortet, use fixed operating point for TC
  do not downshift if already in first gear (AT gearbox)
