FEAT(SETUP) extract CHECK_BEFORE_ACTION funcs; > 

+ FEAT: All messages explain how to re-run with effecting changes.
+ REFACT: x3 utility functions emulating GnuMake.
+ refact: split sub-actions into separate ones,
  now that checks are cheaper.
