fix(886-888-889): Add Driving Actions for IEPC gearshift
For some IEPC vehicles, computation crashes due to high inertia torque during downshift (while braking, leading to ResponseOverload error). Those issue can be solved by adding Accelerate or Coast actions in parts of the Driver decision process. The Merge Request is the same as !324 (merged) included in VECTO 4.3.4, but rebased on current branch (0.11) amdm3/dev.
Solves issues #767, #826, #877, #878, #886 (and clone #944 and #995), #888, #889, #939 (and clone #940 and #959), #941, #942, #943, #955, #956, #957, #958, #960, #962, #963, #969, #970, #971, #982, #983, #992, #996, #998, #1012, #1013, #1015, #1017, #1018, and #1040. Tested with all Article 10(2) issues till 1040 with no influence on unrelated issues.
